Neighborhood road conditions

    Dear Residents,

    The SCA Board is currently in touch with the County, and specifically the office of District 1 Council Member Friedson, regarding the conditions of the roads in our community. This past week a road crew completed some minor patching around the traffic circles along Overlea Drive at Nahant and Scarsdale, possibly in response to an individual request from the community. We have requested a more thorough examination of conditions in the community, noting that all the traffic circles are a bit worse for wear due to the weather, but that surface deterioration is not limited to these intersections. The following is the most recent exchange with Council Member Friedson's staff. The Pavement Condition Index (PCI) cited is relevant to major repairs and is funding dependent but does not impact the County's ability to address our immediate, weather-related concerns. It should be noted, however, that the winter season does not look like it is abating anytime soon, and there are worse roads in the County, so we may have to be patient.

    "[W]e will ask MCDOT’s Bethesda Depot supervisor to take a look at the traffic circles along Overlea, Rockmore and at the intersection of Marlyn and Brookeway, but also ask they look out for additional potholes elsewhere in the neighborhood.

     

    "The Pavement Condition Index (PCI) is done every two years for residential roads and every two years for primary roads on a rotating basis – the last one for residential roads including Sumner was done in summer 2018. MCDOT uses vans with high resolution cameras and lasers to record 19 pavement conditions (cracking, pot holes, utility cuts, base failures, etc.). Each section of every street is assigned a PCI score based on the observed conditions on a scale of 0-100. A score of 80 represents pavement in very good condition. A score of 30 is considered poor condition.

     

    "We will check with MCDOT as to the PCI scores for Sumner streets. For your reference, the residential full resurfacing projects that have been done this fiscal year and are planned for the next fiscal year (FY20), have PCI scores mainly in the 30s, with some in the low 40s. Obviously, we would like to get more funding into this project so we can expand the pool of neighborhoods that get full resurfacing, and that is an ongoing balancing act.
